NATIONAL REGISTER of CITIZENS (NRC) - INDIAN OR NOT

BACKGROUND

We know, India and United States are two great Democracy Countries. Both the Countries now a days facing similar issue i.e. ILLEGAL IMMIGRANTS

Illegal Immigrants issue is there in our North East States example - Assam, Meghalaya, Tripura etc. from long time because so many Illegal Immigrants entered in these states as they shared boundary with Bangladesh.

But Now a days population of Illegal Immigrants are  so much high that The indigenous now think that after few years they(Indians Residing in NE States) will be considered as minorities because illegal immigrants will cover whole state in coming years.

Illegal Immigrants came to India because they think India is developed than Bangladesh So they will get more facility in India and their life style improve.

In 1971, Bangladesh Liberation War happens in which West Pakistan (In modern Day - Pakistan) Journals kills so many people in Bangladesh. Due to that reason, they started migrated in India(NE States).


HOW MUCH PERCENT INCREASE IN ILLEGAL IMMIGRANTS



To know this, how much percent illegal immigrants increase, we can check the census.

1901 - North East Population - 44 Lakhs
1901 - India + Pakistan + Bangladesh - 29 Crore

2011 - North East Population - 450 Lakhs  ( approx 10 times )
2011 - India + Pakistan + Bangladesh - 156 Crore  ( approx 5.4 times )

From this we can say that North East Population has apparently increased abnormally. And all these due to Migration from Bangladesh to North East.

All these increase in Burden on Limited Resources & Clashes Occurs.

This is very sensitive issue. Though, Step has taken. This is not the first time this issue emerges. 

So , To identify  Illegal Immigrants in Assam at that time (earlier time 1951) - National Register of Citizens (NRC) prepared in 1951. This is only for ASSAM STATE.

Though, This Register created in 1951 but never get in use.

WHAT IS NRC (National Register of Citizens)

The National Register of Citizens (NRC) contains names of India citizens of Assam The NRC was prepared in 1951,after 1951 Census of India.

The NRC is being prepared to identify illegal migrants in Assam. The major northeastern state had faced influx of people from Bangladesh since early 2...

In 1985 'Assam Accord' Signed between the Center and State Government in 1985 that promised identification and deportation of illegal immigrants.

In Assam Accord :
 
  • All those foreigners who entered Assam between 1951 and 1961 were to be given full citizenship , including the right to vote.
  • Those who has done so after 1971 were to be deported.
  • The entrants between 1961 and 1971 were to be denied voting rights for ten years but would enjoy all other rights of citizenship.

Though Assam Accord signed - But still no action taken.  

Again, In 2005 at time of UPA govt. pressure came on govt to atleast update the 1951 NRC (National Register of Citizens )

Still No action taken even not update the NRC.

In 2012, we noticed clashes started between BODOS Tribe and Bangladeshi Muslims and more than 70 people died and plea reached to Supreme court.

Now, After Supreme Court Order - Finally NRC is Going to be updated. i.e who is the Assam Citizen and who's not. So Now.

3.29 Crore people who had applied for their names and till now 2.89 crore people have proper document i.e. they are Assam Citizen.

So, Around 40 lakh People Left . It's not clear whether these 40 lakh will be eligible to vote next year's national election . "The election commission will Decide".

The Assam Govt released the second and final draft of the states National Register of Citizens  (NRC) on 20 July 2018. This List incorporates names of 2.89 crore people out of 3.29 crore applicants .

So what will happen to these 40 lakh people - Still not Decided. (Whether we deport them or considered them as illegal immigrants - Nothing is clear till now)

THE CITIZENSHIP [AMENDMENT] BILL 2016

With this government plans to change the definition of illegal Immigrants. The Bill introduced in Lok Sabha on July 2016 seeks to amend the Citizenship act 1955.

Problem Still Left - Where will you Deport illegal Immigrants ? What is the solution.
