INDIA SIGNED COMCASA - 2 + 2 INDIA - US MEETING - PROS & CONS
WHAT JUST HAPPENED?
After being cancelled twice in the last 14 months , Foreign Minister Sushma Swaraj and Defence Minister Nirmala Sitharaman held the 2+2 dialogue with US Secretary of State Michael Pompeo and Defence secretary James Mattis.
India and the United States signed the Communications Compatibility and Security Agreement (COMCASA) during their first-ever ‘two plus two’ dialogue, which was held in New Delhi on September 6, 2018.
With this India & US defence relation gets more stronger. This agreement takes US-India Defence relation to new heights.
But, There are both PROS & CONS of COMCASA

COMCASA signed on 6th of September and Just few days before 'GLOBAL
TIMES' (which is an official newspaper of Communist Party of China) released an article and stated that -
China & India should join hands to rebuff "pressure from Washington" and "develop more balanced relations". also stated that - No need to hurry to signing the COMCASA.
No one thinks that India will sign the COMCASA during this 2+2 meeting. With This, India shocked the many analysts.

Below topics were discussed during this meeting. But what India get - Let's see.
India's entry to NSG - Discussions. US just told that we will include India in a time frame. But how they will agreed the China that was not discussed - as currently due to China's objection India is not in NSG. As of 2018, the NSG has 48 participating governments( But India is not one of them). [ Not a Solid Output for India]
The two nations also decided to conduct a tri-services joint exercise off the eastern coasts of India in 2019. [ This is not a big development ] - Because already so many exercise in operation (example Malabar Exercise and there are so many with US. )
H1-B Visa issue - On This also, US did not said anything special for India. [ So , India did not get anything in this too ]. Sushma Swaraj expressed hope that the US would not "act against" the interest of Indians.
On Pakistan & Terrorism - Both India and US gave so many statements earlier. But for Pakistan it's a pretty much routine for them. [ So, India did not get anything in this too ]. This has been repeated so many times in the past, But no impact on Pakistan.
India thought that if they sign COMCASA - The Sanctions will be removed from India and India can purchase S-400 missile from India. But Surprisingly - Pompeo say NO decision on S-400. [This is large sad back for India] - So In this also India did not get anything, even after signing COMCASA. This is not a great thing for India.
So, Overall - India did not properly accomplish 2+2 objectives (No output in H1B Visa, No Discussion on buying oil from Iran, No Gain on S-400 )
Whatever talks we(Military) do Internally - Everything US can get. Thought, They told They will not put any interfere in internal talks of India. But They have software , they can easily decrypt as this is their technology.
So, We can say that -After signing this COMCASA, Indian military became dependent on US.

The Print - a famous news Article claimed that - "Army fears US could leak data to Pakistan", sources said.
ADVANTAGE OF SIGNING COMCASA
India has already bought so many equipment from US like CI30Js and the P81 maritime surveillance aircraft, Apache helicopter and now we can use all these in Optimal way , as earlier we are not using this in Optimal way. [ As currently the software which we are using we have bought from US Private company and can hack by China - But with COMCASA It's difficult to hack as that is greater software /technology].
In Future, India can now buy sensitive technology equipment from US and we can use this with best of their ability.
CAN INDIA SCARP THIS AGREEMENT?
Yes, India government can scrap this but with 6 months of Notice only [which is a very large time].

WHAT COMCASA MEANS FOR INDIA -
- COMCASA allows two countries to share high end encrypted communication and satellite data.
- When
a US warship or aircraft detects a Chinese warship or submarine, the
Indian Navy will now get to know instantly through the transmission of
secure encrypted data to a receiver installed at Naval Headquarters in
New Delhi.
- The agreement will help give a legal framework for defence technology transfer.
- Signing COMCASA allows India to acquire Sea Guardian drones, which can detect and target enemy warships.
- India's
decision to sign COMCASA comes at a time when the United States has
voiced its opposition to India's acquisition of the Russian S-400
missile shield since it violates the US Countering America's Adversaries
through Sanctions Act.
- COMCASA - Terminology only India specific only. CISMOA signed by Egypt. Australia signed CISMOA. [This is similar to COMCASA] - But for India they bring some changes in CISMOA and made it COMCASA for INDIA.
