KERALA FLOODS : CENTRE SAYS NO TO FOREIGN AID

BACKGROUND

As you know, Recently huge floods hits Kerala and almost 400 people died and there are loss of thousands of crore of  Property.

A number of countries have offered aid to help rebuild a rain-battered Kerala, totaling around Rs 740 crore.

But, India has politely denied all offers.

  • So Far, the most generous helping hand has been extended by the UAE -$100 million (RS 700 Crore).
  • Followed by Qatar = Rs 35 Crore.
  • 'Sharjah' which is the third largest and third most populous city in the United Arab Emirates offered  Rs 4 Crore.
  • Even Maldives,despite currently frosty diplomatic ties with India announced a donation of $50,000(Rs 35 Lakh).
The foreign aid adding up to around Rs 740 Crore.

 WHY UAE offered $100 Million?

 This Question can have many answers :-
  • Many Keralites working in UAE from decades, They opened business there and contribute in their economy.
  • UAE also wants to help financially. But, we need to understand No one can offer free aid. So, Definitely In Future They expect some Help from India in Geo-politics/foreign relation.
    Now a days very ugly politics is going in Gulf Regions. Like : Qatar Separation, Canada Relation not good with Saudi Arabia. Iran is Emerging.
What is exact reason of not taking foreign aid, - government has not tell.We just assume as these are common reason.
 
Accept 700 Crore UAE offer or compensate us , Kerala tells Center.

 THE PROBLEM

In National Disaster Management Plan (NDMP), The NDMP unveiled by Narendra Modi in 2016 clearly says that Center Government can accept offers from foreign countries when disaster strikes.

 According to Chapter 9 of NDMP that was published in 2016, if the government of a foreign nation willingly offers help, the Center “may accept the offer”.

It states, “As a matter of policy, the Government of India does not issue any appeal for foreign assistance in the wake of a disaster. However, if the national government of another country voluntarily offers assistance as a goodwill gesture in solidarity with the disaster victims, the Central Government may accept the offer.”

The Kerala government is clearly unhappy over the Centre's decision not to accept donations from foreign governments for flood relief operations. 

CENTRE's ASSISTANCE 
  • Kerala will ask the centre to raise ceiling on borrowing for the state to 4.5 per cent of the GDP, which is at 3 per cent now. So that Kerala can borrow more fund from centre, which is almost additionally 10,500 crore.
  • It will also request NABARD for a special scheme to implement long term projects for infrastructure development in agriculture, irrigation and associated areas and social sectors.
So, Centre is planning to give thousands of crore, So No need of 700 crore of UAE. and 40 crore from other countries.

 OTHER CHANNELS

What other countries can do, if still they want to help, when India Government is not accepting money from foreign aid.

 The European Union in New Delhi seems to have found a solution - channel aid though the India Red Cross Society.

 A press release form the European Union said that "EU" has allocated an initial contribution of €190,000 in humanitarian aid funding to support the Indian red Cross society (IRCS)
