INDIA BACKED AFGHAN DAM - TO PUT PAKISTAN UNDER PRESSURE

BACKGROUND 

India already built the  first dam named 'Salma Dam' OR 'Afghan-India Friendship Dam' in Afghanistan in 2016

For this Dam, Pakistan had concern but still they did not oppose in high amount Because:- 
 
Salma Dam is situated on the upper reaches of the 'Hari Rud' [Rud Means River] in Herat Province of Western Afghanistan and Hari Rud flows on West and it not provide water to Pakistan Provinces. This is the reason, Pakistan has not much concern.

India's growing friendship with Afghanistan has always been a major worry for Pakistan.

NOW WHAT HAPPENED  

India has agreed to support the Afghan government in construction of the Shahtoot dam during the second meeting of Joint Working Group on Development Cooperation (JWG-DC).

Shahtoot Dam is a proposed dam in the Kabul river basin, one of the five river basins in Afghanistan. 

This project will provide drinking, irrigation and Environmental water for Kabul province. This dam is going to be constructed by India

This Dam will be on 'KABUL RIVER' . This is the reason of Pakistan to worry.
Because

The Kabul river originates from Sanghlak Range of Hindu Kush mountain and flows in Afghanistan through Kabul, then flows  into Khyber Pakhtunkhwa in Pakistan (Some 25 KM) and then become tributary to Indus River.

WHY PAKISTAN NERVOUS

Pakistan stated that, with this DAM, water flows in Pakistan will get decrease which impact the people of Pakistan Province. 

The MAIN PROBLEM IS :-  NO WATER SHARING AGREEMENT EXISTS BETWEEN PAKISTAN AND AFGHANISTAN

So, Afghanistan can took the advantage by making this Dam. By Creating this Dam, India is giving power to Afghanistan.

Many times, Pakistan Request Afghanistan to sign the treaty. But Every-time Afghanistan Reject that.

Pakistan has also been asking Afghanistan to sign a bilateral treaty on
sharing water from the river Kabul and its tributaries. However, they
have not received a positive reply from the Afghan government on

this matter.

Afghan government officials expressed their reluctance towards this treaty because they feel that it may act as a hindrance in their plan to build irrigation and hydro-electric projects on the Kabul river basin in future
AFGHAN-PAK ISSUE

Several attempts at an agreement have come up short.  
  • In 2006, the World Bank consulted with Afghanistan and Pakistan over a joint treaty on the Kabul River Basin. But the Intervention of World Bank did not result in an optimal outcome from both sides and conflict continued.
  • In 2011, the Ministry of Water and Power of Pakistan once again asked for the intervention of the United States and World Bank in achieving a water treaty with Kabul to avoid water disputes on water-sharing issues. Once again, the negotiations failed and water-sharing has become potential troublemaker between the two neighbors.
That's why Pakistan is Nervous, if Afghanistan get the power of Dam then water scarcity problem will increase in Pakistan rapidly.
